A nationwide public appeal was launched to assist the population and alleviate the threat of famine. As part of this effort, the Hungarian Post issued its first semi-postal issue. The 17-value set reused the designs of the Turul definitives, adding the inscription “Árvízkárosultaknak külön 2 fillér” (“An additional 2 fillér for flood victims”) at the foot of each stamp. This was the Hungarian Post’s first commemorative and first semi-postal stamp issue.

The devastating flood of the summer of 1913 struck the historic Krassó-Szörény County, particularly the valleys of the Temes, Bisztra, Berzava, Krassó and Pogányos rivers. Heavy rainfall caused rivers to burst their banks and dykes to fail, resulting in severe damage in approximately 61 communities. Houses, roads and farmland were inundated, and a substantial part of the harvest in the affected areas—according to some estimates, as much as half—was destroyed.
